Violent male inmate transferred out of Washington women’s prison after years of sexual assault allegations

A violent male inmate who identifies as a woman and was housed in a Washington women’s prison has been quietly transferred back to a men’s facility, four years after being accused of sexually assaulting his female cellmate and of harassing other incarcerated women.

Christopher Scott Williams, a 6-foot-4 biologically male inmate, was moved out of the Washington Corrections Center for Women (WCCW) in June after years of controversy and allegations of abuse, Townhall reported. Williams, who has a long criminal history including convictions for child rape and brutal domestic assault, had been transferred to the women’s prison in 2021 under the Washington Department of Corrections’ gender-inclusion policy, which was implemented in 2020 by Democrat Governor Jay Inslee and allowed inmates to be housed according to gender identity rather than biological sex.

His transfer came despite Williams’ history of violence against women, but after allegedly assaulting a corrections officer while in a men’s prison, he was granted a transfer to WCCW, where he would go on to share a cell with Mozzy Clark-Sanchez, a female inmate and survivor of childhood sexual abuse.

Clark-Sanchez, now released from prison, has filed a federal lawsuit alleging that Williams repeatedly harassed, sexually assaulted, and intimidated her while they were cellmates. According to her complaint, Williams masturbated in front of her, groped her while she slept, and threatened her with rape. She said prison staff ignored her warnings and even discouraged her from filing official complaints, cautioning her about potential retaliation.

After she filed a complaint under the federal Prison Rape Elimination Act (PREA), Williams was removed from her cell, but not the facility. He allegedly continued to stalk and intimidate her around the prison yard. The lawsuit also claims that WCCW staff and DOC officials were aware of similar behavior by Williams toward other female inmates and failed to act.

In June 2025, DOC finally transferred Williams out of WCCW and back to a male facility, though the department has not publicly commented on the move.

Williams’ extensive criminal history includes a 2005 conviction for child molestation after he admitted to repeatedly groping his 9-year-old sister, a 2012 conviction for first-degree assault after attacking his girlfriend with a pipe, and multiple incidents of failing to register as a sex offender. He also reportedly assaulted a male corrections officer so violently that the guard required facial reconstructive surgery.

Court filings reveal that Williams was one of dozens of trans-identifying male inmates housed in Washington’s women’s prisons under policies implemented in 2020 by Democratic Governor Jay Inslee’s administration. Those policies have come under increased scrutiny amid reports of sexual abuse and harassment.

Another trans-identifying inmate, Amber FayeFox Kim, formerly Bryan Kim, was transferred out of WCCW after being caught having sex with a 25-year-old female inmate. Kim, who is serving a life sentence for the double murder of his parents, has since filed a legal challenge claiming that being sent back to a men’s facility is "cruel and unusual punishment."

Internal documents obtained by The Ari Hoffman Show on Talk Radio 570 KVI confirm that, as of October 2023, approximately 62 trans-identifying males were being held in Washington prisons, including several convicted rapists and child molesters. Despite official denials, those documents also listed multiple substantiated incidents of sexual harassment and abuse by trans-identifying inmates housed with women.

Clark-Sanchez’s lawsuit seeks damages for emotional distress and violations of her constitutional rights under the First, Eighth, and Fourteenth Amendments. Her PREA case was referred to the state police in August 2022. While the DOC has remained largely silent on these transfers, critics argue the agency prioritized ideological policy over inmate safety. Despite a hiring freeze, the department recently advertised a six-figure position for a "Gender Affirming Medical Specialist" and has already spent hundreds of thousands of taxpayer dollars on gender-related medical procedures for incarcerated individuals.
